In order to speed up the zonal evaluation process of plant protection products, a need to involve external evaluation companies working alongside the authority was arisen in Hungary as well. The amendment of the Law (Act No. XLVI of 2008 on food chain and its control 40/A §) published in July 2022 made this possible.
That was the reason we decided to establish Pannon Analitika Kft. with a professional team experienced in the evaluation process of plant protection products.

Introduction:
In July 2022 a new amendment of the related law (Act No. XLVI of 2008 on food chain and its control 40/A §) allowed the involvement of external organizations in the plant protection product authorisation process with appropriate guarantees and conditions. Pannon Analitika Kft. was founded in August 2022 in order to participate in the evaluation of plant protection products as an external organization. The conditions of operation are a valid cooperation agreement with the national competent authority (National Food Chain Safety Office, NÉBIH) and an accreditation based on the appropriate international standard. On September 13, 2022, Pannon Analitika Kft. signed an agreement with NÉBIH on participation in the plant protection product authorisation procedure. Pannon Analitika Kft. has been functioning as a type “A” inspection organization according to the MSZ EN ISO/IEC 17020:2012 standard since February 16, 2023. Based on the Agreement the company participates in the following procedures:
- (Inter)zonal evaluation of new plant protection product dossier (Hungary acts as zRMS)
- (Inter)zonal re-evaluation/renewal of authorised plant protection product dossier (Hungary acts as zRMS)
- Commenting on draft registration report prepared by another member state (Hungary acts as cMS)
- Examining application for mutual recognition
- Evaluation required in an authorisation procedure using the dossier of a reference product
- (Inter)zonal evaluation for amendment of authorised plant protection products dossier (Hungary acts as zRMS)
